 Definitely the person that opened the chat. I keep windows open at least 3-5 mins to let someone respond, after that, it becomes a tough crap kind of thing.

 I usually do not get replies either from my IM posts, but I believe it is not always the person I am sending the IM to. The IM system seems that have a lot of problems staying up> I also think that a lot of IM's get dropped by the system because it is not robust enough.
