yes,they can They are used in Fla. and Mexico

 Looks like the planting system for tobacco, but the plants in the
top pic do not look like tobacco plants.

This was the easy way, when we raised tobacco, we used an old metal
transplanter, put one plant at the time in the front of it, and the
back was filled with water. When the trigger put out the plant it
also put a certain amount of water at the root of the plant, then you had to tamp the dirt in on the roots with your foot. You were a tired
sole at the end of the day with this system.
