 Absolutely I would. Any opinion, good or bad, can be expressed in a tactful way. Bottom line for me... if you ask me for my opinion, I'm going to give it. Don't get mad if it's not the opinion you were looking for lol.

 It depends on the person. I have known people who could handle "honesty" fairly well as long as presented well. I have also known people who overreact easily regardless. Those, i usually avoid it or tell them i won't answer.

Then there was the Army, when there were a good number who shit a brick if you say anything they don't like. Especially, NCOs who are dumb as a box or rocks, and hate when their lack of education is made obvious.
